公共政策视角下城市规划师的角色转变

Study on the role changing of urban planners from the perspective of public policy

传统城市规划师更多地充当了城市建筑师、规划技术专家和政策分析师的角色,而公共政策导向下的城市规划师则是公众利益的代言人,是各方利益的沟通者和协调者。通过比较不同规划理念下规划师的角色差异,对中国的城市规划和城市规划师角色转型进行了分析,认为中国的城市规划师虽然仍在传统的规划框架下开展工作,但公共政策导向的规划理念已经成为一种趋势。

Traditional urban planners serve as city architects,planning technologists and policy analysts. Public policy-oriented urban planners are public interest spokespersons,interest communicators,and coordinators. Then this essay compares the role of planners under different planning concepts,and analyzes the transformation of urban planning and urban planners in China. It is concluded that urban planners work under the framework of traditional rational planning nowadays in China,but at the same time,public policy-oriented planning ideas have become a trend.
