In the era of VUCA, the talents training of vocational education is reformed, and the ＂soft empowerment＂ of ＂soft skills＂ has got more attention. Based on the background of the times, this paper defines the connotation of ＂soft empowerment＂ and analyzes the new challenges brought by the innovation and development of insurance industry to the talents training of vocational education. It discusses how to use ＂soft empowerment＂ to play an important role in reforming the training mode of high-quality talents, integrating the educational and training resources of schools and enterprises, and perfecting the vocational qualification certification. The purpose of this paper is to improve the talents training quality of insurance vocational education and to promote the smooth implementation of the insurance talent strategy in the new era.
