摘要
本文阐述了预算绩效管理体系的发展和研究历程,解读了预算绩效评价与预算绩效管理的关系,在此基础上提出了构建预算绩效评价体系的必要性,同时结合国内的实际情况和环保资金预算绩效管理情况,分析了预算绩效评价工作中存在的问题,并有针对性的提出了建议。
The development and course of Budget Performance Management System are described in this paper. Both meaning and the relationship between Budget Performance Evaluation and Budget Performance Management are interpreted. On this basis, the need to build Budget Performance Evaluation System are proposed. Besides, the problems in Budget Performance Evaluation are summed up combined with the actual situation of the domestic and the performance management of environmental funds budget, and recommendations are put forward.
