宁夏煤炭行业转型升级研究

Study about Transformation and Upgrading of Ningxia Coal Industry

煤炭在我国能源消费中占主体地位,是国民经济发展的重要物质基础和能源支撑。由于资源特殊的特点,煤炭行业在宁夏能源消费和自治区经济发展中具有不可替代的作用。随着全球经济放缓,国内煤炭呈现供大于求的状况,加之国家对煤炭行业的环保要求不断提高,煤炭行业发展不平衡、不充分的矛盾凸显。宁夏煤炭行业也显现出安全管控难度大、环境治理任务重、技术创新能力不足、区内市场活力不足等诸多问题。煤炭行业转型升级已经成为宁夏煤炭行业发展的必由之路。本研究基于转型升级相关理论,对宁夏煤炭行业的发展现状、转型升级原因进行了梳理,对煤炭行业转型升级中需要解决的问题进行了分析,提出了宁夏煤炭行业转型升级的对策建议。

Coal is the main object of China＇s energy consumption and an important material basis and ener- gy support for national economic development. Because of the special characteristics of resources, the coal in- dustry plays an irreplaceable role in Ningxia＇s energy consumption and economic development in the autono- mous region. With the global economic slowdown, the domestic coal supply exceeds the need, and the na- tional environmental protection requirements for the coal industry are increasing, the unbalanced, insufficient development of the coal industry is highlighted. The coal industry in Ningxia also shows many problems, such as the difficuhy of safety control, the heavy task of environmental governance, the inadequate ability of technological innovation, the inadequate vitality of the regional market and so on. The transformation and upgrading of the coal industry has become the only way for the development of coal industry in Ningxia. The study is made on the basis of relevant theories of transformation and upgrading, cards the development situation, reasons of transformation and upgrading for Ningxia coal industry, and analyzes the problems that we need to solve in the process, combines with the spirit of the 19th National Congress and the 12th Party Congress of the Autonomous Region, countermeasures and suggestions for Ningxia coal industry＇s transforma- tion and upgrading of the are put forward.
