摘要
在京津冀协同发展背景下,加快创新型城市建设,打造全国先进制造研发基地,推进高端产业集聚,是天津市的科技发展目标。参考天津市科技教育领导小组的公开报告,利用网络层次分析法对2016年度全市16个行政区的14个指标进行综合分析,得到16个行政区的综合科技进步能力的分析结果及排名。结果表明,滨海新区、北辰区和津南区分别居综合科技进步能力指数前三甲。利用统计指标全面分析16个行政区的科技进步能力情况,提出吸引科技人才、促进民营科技发展、加强校企联合研发等一系列对策建议。
Under the strategic background of the Beijing-Tianjin-Hebei Collaborative Development, speedingup the innovative city constructing, building national advanced manufacturing RD base, promoting high-end industrial grouping are the scientific and technological development targets of Tianjin. This article refers to the openreport of Tianjin science-technology-education leading group, carrying 14-indexes and 16-districts through ANP-based comprehensive analysis, gains the results and rankings about comprehensive scientific-technological progresscapability of 16-districts. The results show that Binhai new area, Beichen district and Jinnan district are the topthree of comprehensive scientific-technological progress capability index ranking. In the end, the scientific-technological progress of the whole 16-districts are analyzed by statistical index, bringing up a series of countermeasuressuch as research talents attracting, promoting non-state science developing and strengthening college-enterprisejoint researching etc.
