江西省突发事件预警信息发布跨部门预警机制研究

Study on the Interagency Early Warning Mechanism of Emergency Information in Jiangxi Province

现代社会中,由于其集约型和脆弱性,由单一原因引发"复合性突发事件"的频率越来越高,突发事件的危害跨区域、跨行业现象非常明显,复合性事件中经常伴生着各类次生灾害,必然要求各级政府建立有效的跨区域、跨部门应急预警联动机制。该文分析了江西省突发事件预警机制存在的不足,对建立江西省突发事件跨部门预警机制进行研究,初步提出建立江西省突发事件跨部门预警运行机制,为江西省突发事件跨部门预警机制的建立提供参考。

In the modern society, because of its intensive and vulnerability, triggered by a single reason for ＂com- pound emergency＂ frequency is higher and higher, the harm of emergency trans-regional, cross-industry phenome- non is very obvious, eompound events often associated with the secondary disasters of all kinds, for all levels of gov- ernments to establish effective cross-regional, cross-sectoral emergency warning linkage mechanism.This paper ana- lyzes the deficiency existing in jiangxi province emergeney early warning mechanism, to establish an early warning system for the emergency across departments in jiangxi province, preliminary proposed in jiangxi province emergen- cy aeross departments early warning mechanism, emergency across departments in jiangxi province eontributions to the establishment of early warning mechanism.
