基于大数据和现场检测的船载AIS设备闭环监管方法研究

摘要 船舶进出港签证取消之后,AIS设备成为海事管理机构跟踪掌握船舶动态最主要的手段。但是由于种种原因,目前国内航行船舶船载AIS设备的使用现状乱象丛生,文中概述了研究背景,介绍了船载AIS设备使用和管理现状、AIS设备检测仪、杨浦海事局2017年开展的船载AIS设备专项检查和信息检测概况,归纳了国内航行船舶船载AIS设备在使用中存在的主要问题,进而提出了基于大数据和现场检测的船载AIS设备闭环监管方法。 After the cancellation of ship entry and exit visas, AIS equipment has become the major means for MSA to track ship movement. For various reasons, however, the present situation for the utilization of AIS equipment onboard ships for domestic voyages is very complicated. The paper summarizes the research background, introduces the current situation of the utilization and management of ship-borne AIS equipment, the AIS equipment tester, and the special inspection and information inspection on ship-borne AIS equipment carried out by Yangpu MSA in 2017, summarizes the major problems existing in the utilization of such AIS equipment, and puts forward the method of closed-loop supervision for ship-borne AIS equipment based on big data and on-site inspection.
