船员违法记分管理制度的改革及再优化对策思考

Consideration on the renovation of seafarers' violation scoring management and countermeasures on re-optimization

新修订的船员违法记分办法自实施一年以来,对船员违法行为起到了很好的惩戒作用,但同时在具体的海事管理实践中,该制度又存在不完善的地方。文中从工作实际出发,在介绍我国船员违法记分管理制度改革情况的基础上,分析该制度存在的问题,并提出具体的再优化对策建议。

Since the revised scoring system for seafarers’law violations was implemented a year ago, it has played a positive role as a punishment for seafarers’illegal practice. However, in the practice of maritime administration, there are still defects with the system. In view of actual work, the paper, based on the introduction of the reform on China’s scoring system for seafarers’law enforcement, analyzes the existing problems with the system, and puts forward specific countermeasures and suggestions for improvement.
