浅谈土地政策变化对水利水电工程移民安置的影响

Influence of Land Policy Change on Resettlement of Affected Residents of Water Conservancy and Hydropower Projects

针对当前水利工程移民难度愈来愈大,移民工作必须实时地调整思路、把握政策,以适应宏观形势的变化,笔者重点阐述土地政策的变化给水利水电工程移民安置带来的影响,通过分析现阶段水利水电工程建设征地移民安置过程中由于补偿标准不一及传统安置方式带来的矛盾问题,进而分析土地政策变化征地补偿(国务院令第679号)、"三权分置"及土地流转政策对水利水电工程建设征地移民安置带来的积极效应。

In view of the increasing difficulty of resettlement in water conservancy and hydropower projects, the work of resettlement must be adjusted accordingly in time to comply with the policies in order to adapt to the changes in the macro situations. The author focuses on the impact of land policy changes on resettlement of affected residents of water conservancy and hydropower projects, and through the analysis of the contradictions caused by the difference of compensation standards and the traditional resettlement methods in the process of land acquisition and resettlement of the water conservancy and hydropower projects at the present stage, the author further analyzes the positive effects of land policy changes such as land acquisition compensation （State Council Order No. 679th）, “separation of powers” and land transfer policy on land acquisition and resettlement in water conservancy and hydropower projects.
