招标投标采购的新趋势及启示——来自国际采购规则修订的经验

当前国际上有四大公共采购规则,分别是：联合国《公共采购示范法》（United Nations Commission on International Trade Law Model Law on Public Procurement,简称Model Law）、世界贸易组织（WTO）《政府采购协议》（Government Procurement Agreement,简称GPA）、欧盟“公共采购指令”体系（Directives of the European Parliament and of the Council on public procurement,on Procurement by entities operating in the water,energy,transport and postal services sectors, and on the award of concession contracts, 简 Directives of EU ）以及世界银行“采购规则”.
