我国城市社区体育治理体系构建和治理能力现代化推进研究

Construction of City Community Sports Governance System and Modernization of Governance Capacity in China

在推进国家治理体系和治理能力现代化的总目标下,城市社区体育治理体系的构建和治理能力现代化的推进显得尤为必要。运用文献资料、逻辑分析等研究方法,依托于社会治理理论,对我国城市社区体育治理体系的构建和我国城市社区体育治理能力现代化的推进进行宏观设计,旨在为今后城市社区体育治理工作开展提供理论参考。研究认为,城市社区体育治理体系的构建包括治理结构体系、治理方法体系、治理运行体系、治理制度体系四大基本内容。城市社区体育治理能力现代化的推进包括治理理念现代化、治理方式现代化、治理手段现代化和治理效果评价现代化四个方面。通过其建设最终实现社区体育的自治和共治,进而达到社区体育善治。

Under the general goal of promoting the national governance system and the modernization of governance capacity,the construction of the city community sports governance system and the modernization of the governance ability are particularly necessary. Using the literature review,logic analysis and other research methods,and relying on the social governance theory,the construction of city community sports governance system in China and the modernization of city community sports governance in China are designed to provide a theoretical reference for the future city community sports governance. The results showthat the construction of city community sports governance system includes four basic contents：governance structure system,governance method system,governance operation system and governance institutional system.The modernization of city community sports governance includes four aspects： the modernization of the concept of governance,the modernization of governance mode,the modernization of the means of governance and the modernization of the evaluation of the governance effect. Through its construction,we eventually achieve autonomy and co-governance of community sports,and then achieve good governance in community sports.
