在分类改革与分类监管的新一轮国企改革大潮中,以竞争性国企为主体的商业类国企的市场化改革无疑是最艰巨也是最备受期待的领域。无论将来规模收缩与调整至何种领域,竞争性国企都是国家创新驱动发展战略中不可替代的核心与中坚力量。在混合所有制改革背景下,竞争性国企必须真正转向以技术创新为主导的竞争优势,不断培养和提高核心竞争力,在市场规则影响下的"有进有退"中不断做大、做优、做强,才能既保持不挤压民企发展空间、与民争利的良好正面形象,又能以自身实力的强大在强调竞争中立规则的国际市场竞争中立于不败之地,真正展示我国国企的良好形象和强大影响力。而围绕不断打破制约其核心竞争力提升的内部机制体制之桎梏进行改革和相应法律制度设计,则是竞争性国企核心竞争力提升的重要保障。

In the new round reform of state-owned enterprises under classified reform and supervision, the market-oriented reform of commercial state-owned enterprises with competitive state-owned enterprises as the entity is undoubtedly the most difficult and the most highly anticipated field. Regardless of the fields of future size shrinkage and adjustment, competitive state-owned enterprises are the irreplaceable core and backbone of national innovation-driven development strategy. Under the background of the mixed ownership reform system, competitive state-owned enterprises must turn to make the technical innovation as the leading competitive advantage, to continuously develop and improve the core competitiveness, and continue to become bigger, better and stronger in the ggeranee and retreat＂ situation influenced by the market regulation. So that the competitive state-owned enterprises can not only maintain a good positive image of not squeezing the private enterprises＇ developing space or competing with the normal people, but can also be invincible with its own strength in the international market competition which stresses the rule of competitive neutrality, really showing the good image and powerful influence of our state-owned enterprises. The reform and corresponding legal system design targeting on constantly breaking the shackles of the internal mechanism system which restricts their core competitiveness, are the important guarantee to enhance the core competitiveness of competitive state-owned enterprises.
