摘要
人才是创新发展的第一资源,知识产权人才更是创新型国家和知识产权强国的核心战略资源。虽然"十二五"期间河南省知识产权人才工作取得了可喜成绩,但是仍存在知识产权创新人才管理体制不健全、知识产权创新人才数量和质量不足、知识产权高层次人才作用发挥不充分、知识产权人才发展财政投入经费不足等突出问题。对此,河南省应当优化知识产权创新人才发展管理机制,完善知识产权创新人才发展政策,实施知识产权创新人才重大工程,推进知识产权创新人才重大项目,加大对知识产权创新人才发展的财政投入。
Talent is the first resource for innovation and development, and intellectual property talents are the core strategic resources of innovative country and strong country of intellectual property. Although during the Twelfth Five-year Henan Province intellectual property talents work has achieved remarkable results, there are still obvious problems, for example, the management system of intellectual property innovation talents is not sound, both quantity and quality of intellectual property innovation talents are insufficient, the roles of high-level talents of intellectual property rights are not fully played, the financial funds investment for the development of intellectual property talents is insufficient. For this reason, Henan Province should optimize the management mechanism of intellectual property innovation talent development, perfect the policy of intellectual property inovation talent development, implement the major engineering project of intellectual property innovation talent, promote the major projects of intellectual property innovation talent, and increase the financial input to the development of intellectual property innovation talent.
