在中国特色社会主义新时代的历史背景下,习近平在党的十九大报告中提出的"创新、协调、绿色、开放、共享"的"新发展理念",成为求解我国当前人民日益增长的美好生活需要和不平衡不充分的发展之间的社会主要矛盾的法宝。"新发展理论"具有马克思主义政治经济学的深刻内涵。马克思政治经济学关于"创新"的新时代内涵体现在于它揭示了生产力的根本变革以及将避免劳动异化和实现人的全面发展作为根本目标;关于"协调"的新时代内涵体现在从生产的角度而非市场供求的角度来实现按比例发展;关于"绿色"的新时代内涵体现在将自然界与人类社会的物质循环过程纳入到经济增长模型中并改进对绿色成本的核算;关于"开放"的新时代内涵体现在从更高层次和战略意义上以抵制资本主义国际垄断为特征的开放;关于"共享"的新时代内涵则体现在将"六项扣除"和"劳动价值论"作为实现共享分配的根本基础。

Under the historical background that China has entered a new era of socialism with Chinese characteristics claimed by President Xi Jinping,＂the new concept of development＂has become a magic weapon for solving the major social contradictions between the growing needs of the people in our country and the unbalanced and inadequate development in the economy. Marxian political economics is a scientific theory and an exploration of the essence of economic phenomena. The New Era Connotation of Marx＇s political economy on＂innovation＂lies in that it is the fundamental change in productivity and takes it as the fundamental goal by avoiding labor alienation and the overall development of human beings.The new era connotation of＂coordination＂is embodied in the proportion of development from the angle of production rather than market supply and demand; the new era of connotation of＂green＂is embodied in the integration of natural and human society into the economic growth model and the improvement of the accounting of green costs.; the new era of connotation of＂opening＂is embodied in resisting the capitalist international monopoly from a higher level and strategic significance in the opening up; the new era of connotation of＂sharing＂is embodied in the＂six deduction＂and＂labor theory of value＂as the fundamental basis for the realization of shared distribution. On the basis of this analysis,it tries to provide theoretical advice and policy guidance for the practice of＂the new concept of development concept in the new era.
