我国电网输变电工程环境影响评价工作中公众纠纷的形式及其应对策略的探讨 被引量:9

摘要 我国经济的快速发展离不开电力行业的支持,但是与国民经济一派繁荣景象相反的是:为前者提供有力支撑的输变电工程引发的公众纠纷却在逐年递增,这不得不令人感叹真是冰火两重天的现状。根据笔者多年的从业经验发现,部分纠纷是因公众对电磁环境影响存在误解,另一方面,很大比例的公众纠纷起因与项目的环保问题并无关联。本文通过对电网输变电工程环境影响评价公众参与工作中遇到的主要问题和相关案例进行归纳分析,为我国输变电工程建设的发展提供一些建议,也希望能够通过相关措施和管理方法来避免或缓解因输变电工程建设产生的不必要的公众纠纷,为输变电工程建设贡献自己的一份力量,促进输变电工程建设工作的可持续发展。 The rapid development of China's economy is inseparable from the support of the power industry. However, contrary to the prosperity of the national economy, the public disputes caused by the power transmission and transformation projects that provide strong support for the former are increasing year by year, and they have to be sighed with sighs. Two days. According to the author's many years of experience, some disputes are due to the public's misunderstanding of the electromagnetic environment. On the other hand, a large proportion of public disputes are not related to the project's environmental issues. This paper summarizes the main problems and related cases encountered in the public participation work of environmental impact assessment of power transmission and transformation projects, and provides some suggestions for the development of China's power transmission and transformation project construction. It also hopes to adopt relevant measures and management methods. Avoid or alleviate unnecessary public disputes arising from the construction of power transmission and transformation projects, contribute to the construction of power transmission and transformation projects, and promote the sustainable development of power transmission and transformation projects.
