秦皇岛市海洋经济发展战略定位的思考

Consideration on Strategic Positioning of Marine Economy Development in Qinhuangdao

以秦皇岛市建设"十三五"海洋经济创新发展示范城市为背景,在深入剖析秦皇岛市海洋开发演变路径的基础上,提出秦皇岛市海洋经济发展要打造全国海洋环境生态保护示范区、打造最优的滨海康养休闲度假区、打造东北亚综合枢纽港以及打造数字化海洋产业集群的战略定位,并提出做好组织领导和协调衔接,政策统筹协调和资金保障支撑,海洋产业升级和新兴产业培育以及整合海洋产业空间布局、优化区域结构,修复海岸线、保护重点区域的海洋资源的保障措施。

The article took Qinhuangdao constructing ＂the Thirteenth Five -year Plan＂ marineeconomy innovation development demonstration city as the background, on the basis of furtheranalysis on Qinhuangdao ocean development evolution path, put forward four strategic positions ofQinhuangdao marine economy development： creating a national marine environmental and ecologi-cal protection demonstration zone, creating an optimal coastal health resort, building a comprehen-sive hub port in northeast Asia and creating a digital marine industrial cluster. Also it put forwardfive safeguards as follows： completing the organizational leadership and coordination, consummatingthe policy to coordinate, enhancing policy coordination and financial support, upgrading marineindustry, cultivating new industries and integrating spatial layout of marine industry, optimizingregional structure, restoring of coastline and protecting marine resources in key areas.
