摘要
土地整治工作自开展以来坚持以"有利生产,方便生活,兼顾生态"为目标,探索土地整治的可持续性对土地整治工作具有重要意义。为深入推进新时代土地整治工作,本文从保障粮食安全能力,增强土地抵御自然灾害能力、改善生态环境、工程投资与社会可接受性4个方面构建贵州省土地整治可持续评价指标体系,采用改进熵权法和灰靶模型对贵州省土地整治可持续性进行综合评价。结果显示贵州省土地整治整体上处于可持续状态,但在各市州间存在一定差异,黔南州综合靶心度为全省最高,属于Ⅳ级高度可持续;土地整治单个层面可持续性研究结果表明,全省土地整治工作在工程投资与社会可接受性、保障粮食安全能力两方面绩效较为突出,可持续性明显好于其余两个层面。为提升土地整治可持续性,应将土地整治工作重心从传统的注重基础设施建设和提高粮食产量向提升工程生态适宜性,实现生产、生活、生态协调发展的土地整治新阶段发展。
Since the land consolidation had been opening out with the goal of “favor for production, convenience for life and giving consideration to ecology”, it is of great significance to scientifically and reasonably identify the sustainability of land regulation. In order to further promote the land remediation work carried out in Guizhou province, this paper constructed an evaluating index system for sustainable land consolidation in Guizhou Province from 4 aspects, including the ability of guaranteeing food security, enhancing the ability of land to resist natural disasters, improving the ecological environment and project investment and social acceptability. The results show that land consolidation in Guizhou Province generally is in the state of sustainable development, but there still exists some differences between cities, especially in Qiannan Prefecture where the comprehensive approaching degree is the highest grade that reaches Ⅳ level of sustainable land consolidation; The results of single level sustainability research show that the whole province land consolidation work has made great achievements in project investment and the ability of guarantee food security, whose sustainability is obviously better than the other two dimensions. In order to enhance the sustainability of land consolidation, the emphasis of land consolidation should be shifted from traditional stage that stressed on infrastructure construction and production increase to the new stage focusing on promoting ecological suitability of engineering, realizing the coordinated development of production, living and ecology.
