生态保护规划的设计与实施——以长春石头口门水库为例

Construction and Consideration of the Ecological Protection Plan——A Case Study of Shitoukoumen Reservoir in Changchun

石头口门水库作为长春市生产、生活用水的重要水源地,其水量盈亏、水质好坏对长春市经济社会的发展,有着决定性的影响和不可替代的战略地位。该项饮用水水源地保护规划,在内容上强调"综合规划",在保护的基础上加入了村屯整治、生态补偿、水源地保护与周边城镇协调发展、应急保障建设、重大风险源控制以及水源地综合管理等方面的内容。规划以问题为导向,采用了以目标定策略的规划方法,同时对跨行政区的事权和水权的管理问题提出规划建议。规划提出在保护的前提下要发挥生态服务功能,推广绿色发展。生命之源呼唤最严格的保护制度。

As an important water source for production and living water in Changchun,water consumption and water quality of Shitoukoumen Reservoir has a decisive and irreplaceable strategic position for the economic and social development of Changchun.With regard to the drinking water resource protectionplan,emphasis is put on “comprehensive planning” in the content,by integration of village renovation,ecological compensation,water source protection and coordination with the surrounding urban development,emergency support construction,major source risk control,and water comprehensive management on the basis of protection.In the plan,the problems are taken as the guidance,the planning method with goal setting strategy is used,and the planning suggestions of management of the cross administrative region’ s power and water right are put forward.Under the premise of protection,in the plan,the function of ecological service should be given full play and green development should be promoted.The source of life calls for the strictest system of protection.
