高校肩负着学习研究宣传马克思主义、培养中国特色社会主义事业建设者和接班人的重大任务。加强和改进党对高校的领导与建设,是办好中国特色社会主义大学的根本保证。高校基层党组织是落实党的政策方针,推进高校育人的重要载体。当前高校基层党建工作仍然面临新情况、新问题。新形势下,加强高校基层组织建设尤其要突出以"严、实、创"为主线,推进高校基层党建工作再上新台阶,构建常态化高校基层党建。
