“多规合一”视角下的国土空间规划——以榆林试点为例

Territorial Spatial Planning in the Context of “Multiple Planning Integration”: Taking Yulin Pilot as a Case

建立完善国土空间规划体系是加强空间治理能力的重要手段。本文采取文献综述法、综合分析法,梳理国土空间规划体系现状,分析多规冲突的差异和原因,结合国土空间规划价值取向提出了规划编制逻辑框架。以陕西省榆林市为例,介绍了国土空间规划的体系建设、任务安排、规划内容、技术方案和实施成效。未来的国土空间规划工作需要加快规划立法,完善规划体系建设,加强国土空间用途管制等。

To set up a functioning territorial spatial planning system is a powerful method to strengthen the capability of spatial governance. The paper puts forward the logical framework of formulating spatial plans by both literature summary method and comprehensive analysis method and combing the status quo of the territorial spatial planning system, analyzing differences of the existing plans and the causes of conflicts between these plans, as well as integrating the current value orientation of territorial spatial planning. In the paper, taking Yulin City, Shan＇ xi Province as an example, the system construction, task assignment, planning content, technical scheme and implementation effect of territorial spatial planning are introduced. In term of territorial spatial planning, speeding up legislation, improving the whole system and enhancing land use regulation should be on the to-do-list in the future.
