依法治国下的网络法治化

The Legalization of Internet under the Rule of Law

习近平总书记多次强调"网络空间不是‘法外之地’。网络空间是虚拟的,但运用网络空间的主体是现实的,大家都应该遵守法律,明确各方权利义务",并对我国今后如何治理网络、惩办网络、运行网络提出更为明确的指示。我国已经有接近世界五分之一的人口,作为人口基数如此庞大的国家,依法治国是我们必须长期坚守的基本国策,而与此同时,使用和运行网络的主体也在与日俱增,这一明显特点更是不能够被忽视的。有数据显示目前我国有七亿左右的网络用户,全面推进网络法治化与依法治国一样,对每一个国家都将是一场重大而深刻的革命。

General Secretary Xi Jinping emphasized many times that＂the cyberspace is not a place outside the law. The cyberspace is virtual,but the subject of using the cyberspace is a reality. Everyone should abide by the law and clarify the rights and obligations of all parties. ＂He also gave more explicit instructions on how to govern the network,punish the network,and operate the network in the future. China has nearly one-fifth of the world＇s population. As a country with a large population base,governing the country according to law is a basic national policy that we must adhere to for a long time. At the same time,the main body for using and operating the network is also increasing. This obvious feature cannot be ignored. According to statistics,at present,there are about 700 million Internet users in China. Promoting the legalization of the Internet in a comprehensive manner is the same as governing the country according to law. It will be a major and profound revolution for every country.
