健全对地方党委“一把手”的监督与问责机制

Improve the Supervision and Accountability Mechanism for the Heads of Local Party Committees

在全面从严治党新形势下,加强对地方党委"一把手"的监督与问责,应从三个方面入手:在完善以民主集中制为核心的党内民主制度体系基础上,创新监督机制,用刚性制度把"一把手"管住;将加强对"一把手"巡视监督、大力推进落实"一把手"个人有关事项报告与公示制度、规范其配偶子女从业行为作为监督工作的突破口;对"一把手"不当用权、权力滥用造成的重大决策失误实行"党内问责""终身问责",对其权力腐败实行"法律问责"。

Under the new situation of strict Party self-governance, efforts should be made in the following three aspects to strengthen the supervision and accountability for the heads of local Party committees： develop new ways of supervision mechanism on the basis of perfecting intraparty democracy system centered by democratic centralism, use rigid system to ＂control＂ the heads; strengthen inspection and supervision on the local heads, vigorously advance and implement the publicity system of personal report,regularize the commercial activities of their spouses and children,and take this as the breakthrough of supervision work;Implement ＂intraparty accountability＂ and ＂lifelong accountability＂ for the major errors caused by the heads＇ power misuse and abuse, carry out ＂legal accountability＂ for the power corruption.
