Polar Silk Road and The Great Arctic Network: Role, Evolution and China Strategy

随着北冰洋的冰融加速,北极的战略价值日益凸显。俄罗斯加紧了对北方海航道的开发,并发出了与中国共建"冰上丝绸之路"的邀约。"冰上丝绸之路"是俄方提出的与中国共建北方海航道的建设构想,大北极网络是反映北极及其周边地区复杂关系的网状结构概念。作为一条极具潜力的北极蓝色经济通道,"冰上丝绸之路"势必会对大北极网络的演化产生影响。而基于网络结构的大北极网络概念正是对以北极地区为中心的更大范围内的各种复杂关系的有力阐释,因此,二者必然产生关联。大北极网络演化一定会对我国产生影响,我国政府必须把握历史发展机遇,积极制定相应的应对策略,以期实现"强国梦"。

With the acceleration of ice melting in Arctic Ocean, strategic value of the Arctic becomes increasingly prominent. Russia has stepped up the development of northern sea lanes and proposed the idea of building ＂Polar Silk Road＂ with China. ＂Polar Silk Road＂ is a concept put forward by Russia for the construction of the North China Sea Passage. The Great Arctic Network is a concept of network structure refecting complex relationship between the Arctic and its surrounding areas. As a potential Arctic blue economic passageway, ＂Polar Silk Road＂ is bound to infuence the evolution of the Great Arctic network. However, the concept of large Arctic network based on network structure is a powerful explanation to complex relationships in a larger range around arctic region, so the two are bound to be related. In order to realize the “Power Dream”, our government should grasp opportunities and put forward corresponding strategies.
