未来国际金融新秩序的逐步显现是一种全球化时代的大趋势,同时也必然受到各种错综复杂的地缘政治因素的影响。国际金融秩序的核心问题是国际金融话语权的竞争,一战前的英国和二战后的美国曾先后主导着全球的国际金融话语权。在国际金融话语权变迁、重构的内在机制及其影响因素中,地缘政治因素不但直接构成了国际金融话语权重构的战略基础,而且在全球化趋势下以金融外交方式直接参与了该重构进程。冷战结束以来,全球地缘政治形势发生了全面深刻变化,国际金融秩序正面临着越来越大的改革压力,西方国家和新兴发展中国家在国际金融话语权方面的竞争也呈现出越来越激烈的状态。在当前国际金融形势迅速变化及我国经济实力逐步增强的大背景下,基于地缘政治视角对国际金融话语权的变迁与重构开展全方位研究,可以为我国未来的国际金融战略抉择和外交政策提供操作性较强的政策路径和支持体系。

The gradual emergence of new international financial order in the future is a general trend in the era of globalization. At the same time, it is bound to be affected by various intricate geopolitical factors. The core issue of international fnancial order is the competition of international fnancial discourse power. The United Kingdom before World War I and the United States after World War II have successively dominated global power of international fnancial discourse. In the internal mechanisms of transformation and reconstruction of international fnancial discourse power, geopolitical factors not only directly constitute the strategic foundation for the reconstruction of international financial discourse power, but also directly participate in the construction process in financial diplomacy under the trend of globalization. Since the end of the Cold War, global geopolitical situation has profound changes. International fnancial order is facing increasing pressures for reform. The competition between Western countries and emerging developing countries in the international financial discourse power has become increasingly severe. Under current background of rapid changes in international fnancial situation and gradual strengthening of China’s economic power, a comprehensive study on the transformation and reconstruction of international fnancial discourse power based on geopolitical perspectives can provide policy path and support system for China’s future international fnancial strategic choices and foreign policies.
