纪检监察视角下高校的政府采购监督问题研究

从纪检监察的角度来看,加强高校政府采购监督工作,首先,应根据政府采购管理权限对高校采购监督的主体和重点进行区分,以明确高校职责范围内的监督责任。其次,要分析目前高校政府采购监督工作在体制机制、制度支撑和执行基础等方面的情况,重点厘清采购业务部门与纪检监察部门在采购监督中的定位、关系。最后,再针对高校在政府采购监督中存在的问题,提出具体的建议措施,增强监督实效。

To strengthen the supervision of government procurement in Colleges and universities from the perspective of discipline inspection and supervision, we should first distinguish the main body and key points of the procurement supervision in universities according to the authority of government procurement management, and clarify the supervisory responsibilities within the scope of responsibilities in colleges and universities.Secondly, we should analyze the situation of the government procurement supervision in the institutional mechanism, the system support and the implementation basis, and focus on the positioning and relationship between the procurement department and the discipline inspection and supervision department in the procurement supervision.Finally, aiming at the problems existing in the supervision of government procurement, the author puts forward specific suggestions and measures to enhance the effectiveness of supervision.
