建设工程招投标机制是确保在公开、公平、公正的条件下,招标人择优选择中标人,评标一般采用经评审的最低投标价法或综合评估法两种模式。但在实践中,往往将施工质量问题归结为"低价中标惹祸",本文主要讨论低价中标的合理性,供管理部门和招标人参考。
