空心村发展能力再造研究--基于乡村组织振兴视角

Research on the Development Capacity Reconstruction of Hollow Village——From the Perspective of Rural Organization Revitalization

空心村问题是世界各国工业化和经济社会发展的必然产物,也是我国在区域协调发展中必须面对的现实经济问题。通过梳理空心村治理和乡村组织振兴的相关内容,探讨了空心村治理、区域协同发展、乡村重构以及乡村组织振兴之间的相互联系。通过分析认为,乡村组织振兴对于空心村治理具有有效性,体现了乡村重构的核心思想,是区域协调发展的重要助推器,其中培养乡村组织内生动力是空心村发展能力再造的基本途径。同时,基于乡村组织振兴视角,针对空心村发展能力再造提出了有关路径:一是发挥好基层党组织核心作用;二是发挥好农业专业合作组织的经济内生作用;三是发挥好农民自治组织的主体作用。

Hollow village is the inevitable product of industrialization and economic and social development in the world, and it is also a practical economic problem that China must face in the coordinated development of the region. Through combing the rel- evant contents of the governance of hollow village and the revitalization of rural organization, this paper discusses the relationship among the governance of hollow village, regional coordinated development, rural reconstruction and the revitalization of rural or- ganization. Through analysis, it is concluded that the revitalization of rural organization is effective for the governance of hollow village, in which the cultivation of the endogenous power of rural organizations is the basic way to rebuild the development capac- ity of hollow village, as it embodies the core thought of rural reconstruction, and is an important booster for the coordinated de- velopment of the region. At the same time, from the perspective of rural organization revitalization, this paper puts forward some suggestions for the reconstruction of the capacity of hollow village ： first, giving full play to the core role of the grass - roots party organizations; secondly, bringing into full play the economic endogenous role of agricultural professional cooperative organiza- tions; thirdly, giving play to farmers＇ autonomy.
