江苏城市轨道交通建设管理现状及发展对策

Current Situation and Development Countermeasures of Urban Rail Transit Construction and Management in Jiangsu

城市轨道交通是一种快捷高效、安全舒适、节能环保的城市公共客运交通方式,为有效解决居民公共出行,缓解交通拥堵起到至关重要的作用。文章概述了近18年来江苏城轨建设的发展历程,并将其划分为起步、兴起和跨越3个阶段;梳理了江苏根据本省城轨建设实际,突出省级在城市轨道交通建设管理中的"三导"作用以及建立"一套制度"、搭建"一个平台"、培养"一班人马"的思路和建设管理特色;提出了当前江苏城轨建设管理面临的5大问题及其发展对策。

Urban rail transit （URT） is a fast, efficient, safe, comfortable, energy-saving and environmentally friendly mode of urban public passenger transport. It plays a vital role in effectively solving residents＂ public travel and alleviating traffic congestion. This paper summarizes the development process of urban rail construction in Jiangsu Province in the past 18 years, and divides it into three stages： starting, rising and striding over; combing out the actual urban rail construction in Jiangsu Province, highlighting the ＂three guiding＂ role of provincial level in urban rail transit construction and management, as well as the establishment of ＂a system＂ and ＂a platform＂; The train of thought and characteristics of construction and management of ＂a troop of people and horses＂ are trained, and five major problems and Development Countermeasures of urban rail construction and management in Jiangsu are put forward.
