摘要
针对应急决策中对客观性及其群决策的需求,提出了一种基于群决策和数据包络分析的应急方案生成方法.根据相关部门的需求构建各自的案例库并进行案例检索,进而根据案例相似度生成相似历史案例集,再应用数据包络分析方法确定权重来集结多个决策者给出的应急方案评价信息;然后,计算相似历史案例的综合评价信息并生成应急方案.最后,通过一个高层建筑火灾算例验证了所提出方法的可行性和有效性.
In response to the objectivity of emergency decision-making and its demand for group decision-making, this paper presents a method for generating emergency alternative based on group deci-sion-making and data envelopment analysis. According to the needs of the relevant departments, thesimilarities between target case and historical cases are calculated. And, the similar case set is built.Furthemlore, a method for determining attribute weights based on data envelopment analysis is pro-posed. Thus, we can fuse the infromlation of the emergency alternatives given by several decision mak-ers. On the basis of the above, the optimal emergency alternative is gain by the case similarities andthe evaluation infromlation fusion result. Finally, a high-rise building fire example is used to illustratethe feasibility and effectiveness of the proposed method.
