基于DEA的福建省县域城乡统筹发展效率空间格局分析

Spatial Pattern of Coordinative Development Efficiency of Urban and Rural Areas in Fujian Counties Based on DEA Analysis

以福建省84个县域为研究对象,建立城乡县域统筹发展效率评价指标体系,运用DEA分析法,系统化、定量化分析福建省各县域城乡统筹发展效率的空间格局.结果表明:1)统筹城乡发展效率的综合效率仅为0.666,即全省合理利用的资源仅为2/3,纯技术效率两极分化较为明显,绝大多数县域为投入冗余,福建省资源浪费现象较为严重; 2) 9个地级市综合效率由大至小依次是莆田、泉州、漳州、福州、厦门、龙岩、三明、宁德和南平,统筹城乡发展效率的空间分布格局总体为东南部沿海高于中西部,地级市的市辖区高于普通县域; 3)城乡统筹发展效率与区域经济发展相关性弱,投入规模的合理程度、管理水平和利用效率是高效率的关键.

Taking 84 counties in Fujian province as the research objective, the evaluation index system of coordinative development efficiency of urban and rural areas was established. Based on DEA analysis, the spatial pattern of coordinative development efficiency in Fujian counties was analyzed systematically and quantitatively. The results showed that the comprehensive efficiency of urban and rural development was only 0.666, indicating the rational use of resources occupied only two thirds. The significant differences of pure technical efficiency were detected. The majority of the input was redundancy, and the phenomenon of resources waste was serious. Secondly, counties with the average value of comprehensive efficiency in descending order was Putian, Quanzhou, Zhangzhou, Fuzhou, Xiamen, Longyan, Sanming, Ningde and Nanping. The coordinative development efficiency in the southeast coastal area was higher than that of the Midwest area, and the efficiency in municipal districts was higher than that of the ordinary counties. Finally, the coordinative development efficiency was weakly related to regional economic development. The reasonable degree of investment scale, management level and utilization efficiency are the key to high efficiency.
