Standardization and Government Affairs Opening Make Government Operations More Transparent——Taking Government Affairs Opening Pilot Project in Ouhai District as an Example

政务公开是增强政府公信力,保障人民群众知情权、参与权、表达权、监督权的重要途径。标准化作为规范政务公开的有力手段,日益受到关注并逐步得到应用。浙江省温州市瓯海区作为全国15个省(区、市)的100个县(市、区)基层政务公开标准化规范化试点单位之一,结合自身特色构建标准体系框架,充实标准内容,形成具有地方特色的基层政务公开标准体系并实施运行,为当前如火如荼的基层政务公开标准化试点探索提供参考。

Openness of government affairs is an important way to enhance the credibility of the government and protect the people＇s right to know, participate, express and supervise. Standardization, as a powerful means of regulating the openness of government affairs, has attracted increasing attention and has been gradually applied. Ouhai District, Wenzhou City, Zhejiang Province, as one of the pilot units of 100 counties （cities and districts） in 15 provinces （autonomous regions） in China, has set up the standard system framework, enriched the standard content, formed and operated the grass-roots open standard system of government affairs with local characteristics. It will provide a reference for the pilot project of open government standardization.
