民族地区乡村产业振兴实践研究——以西藏山南市滴新村为例

On Implementation of Rural Industry Vitalization in Ethnic Areas——Case Study of Dixin Village of Shannan City of Xizang

以西藏山南市滴新村为例,从产业兴旺和农民致富两个维度对民族地区乡村产业振兴实践全面阐释,围绕以资源全面开发、产业高速扩张、资本利用优化为主导的乡村产业兴旺和以收益共用共享、农民多元就业、农村全面脱贫为主导的农民脱贫致富两条主线,以各级政府、村两委、集体经济组织和致富能手为支撑动力,探索构建"农村制度—农村市场—农村要素—农村产业—农村教育—农民收入"一体化、相互支撑、相互促进的民族地区乡村产业振兴实践。

Based on Dixin Village of Shannan City of Xizang, the article comprehensively analyzes the implementation of rural industry vitalization in ethnic areas from the two dimensions of industry thri- ving and peasants prosperity. The two main strings of analysis are： rural industry thriving mainly through full development of resources, swift expansion of industry and optimization of capital utilization, and poverty alleviation of peasants mainly through mutual profits exploitation and share, multi- means employment of peasants and comprehensive poverty alleviation in countryside. The support motives are committees of governments and villages, collective economic sector and wealth leaders. The article probes into the implementing rural industry vitalization in ethnic areas through the construction of integration of rural system-rural market-rural elements-rural industry-rural education-peasant income, mutual support and promotion.
