兽医微生物菌(毒、虫)种进出口和使用审批技术审核管理模式的建立及效果评价

Establishment and effectiveness evaluation of management mode for technical verification on examination and approval of im-export and use of veterinary microbial bacteria(viruses,worms)

为了让申请人进一步明确申请程序和申报资料要求,笔者依据《病原微生物实验室生物安全管理条例》《动物病原微生物菌（毒）种保藏管理办法》和《兽药管理条例》等现有法律法规,建立了兽医微生物菌（毒、虫）种进出口和使用审批的技术审核要点,制定了《兽医微生物菌（毒、虫）种进出口和使用审批申请表》标准填写规范。该规范使得兽医微生物菌（毒、虫）种进出口和使用审批的申报退回率下降了10.6%,提高了兽医微生物菌（毒、虫）种进出口和使用审批以及委托保藏的申报效率。

In order to further clarify the application procedures and declaration requirements for the applicant,based on existing laws and regulations including Bio-Safety Regulations in Pathogenic Microbiological Laboratory,Administrative Measures for the Culture Collection Management of Animal Pathogenic Microbial Bacteria（ Viruses）,and Regulations on Administration of Veterinary Drugs,key points of technical verification were established on examination and approval of im-export and use of veterinary microbial bacteria（ viruses,worms）,and a standard template was developed for the filling of Application Form for Examination and Approval of Im-Export and Use of Veterinary Microbial Bacteria（ Viruses,Worms）. This standard made a 10. 6% decline of declaration return rate for examination and approval of im-export and use of veterinary microbial bacteria（ viruses,worms）,and improved declaration efficiency for examination and approval of im-export and use of veterinary microbial bacteria（ viruses,worms） and delegated culture collection.
