结合北京市以及海淀区对爆炸物品和爆破公司的高标准、严要求监管特点,提出强化落实爆破公司主体责任和精细化管理的措施,针对海淀区爆破公司较多、爆破作业地点在外地的现状,利用互联网等高科技手段及时掌握涉爆单位的安全风险因素、资质条件和管理状况,定期开展安全风险等级评估,对爆破作业过程进行视频监控,实践证明这是有效监管爆炸物品使用单位和涉爆人员重要措施,对减少涉爆案件的发生、保证社会稳定和保护人员安全有重要作用。

Considering the high standards on explosives and blasting corporations, along with strict requirements of supervision in Beijing and Haidian District, measures to strengthen the implementation of the main responsibility and fine management of blasting corporations have been put forward. Due to the fact that Haidian District has a lot of blasting corporations with demolition sites in other provinces, using the Internet and other high-tech means to monitor the whole process of blasting operation is an important means to ensure the effective implementation of the safety supervision of explosive materials. Timely grasping the safety risk factors, qualification conditions and management status of the units involved in the explosion, conducting regular safety risk assessment can be achieved. Experiments have proven the measures to be able to effectively supervise the corporations and people involved in explosives. It plays an important role in reducing the occurrence of explosion cases, ensuring social stability and protecting the safety of personnel.
