一直以来,我国的环境治理都以"总量减排"为主要手段,随着污染源全面达标排放,这一手段已经无法满足广大民众对环境持续改善的要求。强化"以环境质量改善"为环保工作的核心是我国环境治理工作的一次重大进步,对工业领域的节能减排工作提出了更高的要求,同时将倒逼陶瓷、砖瓦、钢铁、玻璃、水泥等高排放行业执行更加严格的环保标准。

All along,China has taken ＂controlling the total amount of emission reduction＂ as the main means for environment treatment.Along the discharge of all pollutants in compliance with the standard, this means can＇t meet the requirement to continuous environment improvement of the general public. Strengthening ＂environmental quality improvement＂ as the core of environmental protection work is a major progress in China＇s environment treatment. It puts forward higher requirements for energy conservation and emission reduction in the industrial field,and also forces the high emission industries such as tile,iron and steel,glass and cement,to implement more stringent environmental standards.
