摘要
日本自然资源管理的特点有:水与土、海并列为空间载体统一管控,分类管理提升自然资源管理专业化水平,高度重视战略规划,资源管理与环境管理有效衔接,强化综合协调缓解海洋分散管理的困境。日本重视水和流域在国土空间规划中的作用,推进综合管理下的自然资源分类管理,实施基于生态的自然资源综合管护,强化自然资源战略规划的长期应用性和法律效力等经验值得我国自然资源综合管理借鉴。
The characteristics of natural resources management in Japan are as follows. Firstly, water, land and sea are listed as the spatial carrier for centralized administration. Secondly, the classifed management has been improved the professional level of natural resources management. Thirdly, the strategic planning was highly emphasized. Fourthly, resource management and environmental management are effectively linked. Fifthly, the comprehensive coordination of marine management has been strengthened to alleviate the dilemma of decentralized management. Japan has paid attention to the role of water and basin in territory development plan, promoted the centralized administration according to comprehensive management of natural resources, implemented the comprehensive management of natural resources based on ecology, and strengthened the long-term applied and legal validity of the strategic planning of natural resources. The experience is worthy of reference for China＇s comprehensive management of natural resources.
