推进安康市绿松石产业发展的思考

Thoughts on Promoting the Development of Turquoise Industry in Ankang City

安康市绿松石矿产资源丰富,开发前景广阔。其当前开发利用存在的主要问题有:(1)矿证管理错位,安全监管"束手无策";(2)掠夺式开采,安全及环保隐患突出;(3)加工及贸易"短板",造成产业发展畸形;(4)"财富负担"凸现,风险加剧。建议:(1)加强顶层设计,破解制约绿松石产业发展"瓶颈";(2)加强绿松石资源勘查,为战略性合作开发企业的引入提供保障;(3)充实玉石文化内涵,推动玉石产业集群发展;(4)培养专业技术人才,促进安康玉石产业可持续发展。

Ankang City is rich in turquoise resources and has broad prospects for exploitation. While, the main problems existing in its current development and utilization are： （1） ineffective management of mining licenses and safety supervision; （2） predatory mining with hidden safety and environmental hazards; （3） there are “short boards” existing in the processing and trade, resulting in unhealthy abnormal industry development; （4） the ＂wealth burden＂ is highlighted and the risk is intensifed. The corresponding suggestions are： （1） strengthen the top-level design and break the ＂bottleneck＂ that restricts the development of the turquoise industry; （2） strengthen the exploration of turquoise resources and support the introduction of strategic cooperative development enterprises; （3） enrich jade culture and promote the cluster development of jade industry; （4） cultivate professional and technical personnel to promote the sustainable development of the jade industry in Ankang.
