Analysis of Influencing Factors of Mixed Ownership Reform for Geo-Prospecting Units under the New Normal

经济新常态背景下,地勘单位进行混合所有制改革是大势所趋。文章在经济环境、行业环境、政策及落地情况等外部背景分析的基础上,对资源禀赋、管理水平、发展状况、人事状况等影响地勘单位混改的内部因素进行了剖析,并对有序推进地勘单位混改提出建议:宏观层面,政府应加强顶层设计,完善配套制度并抓好制度落实工作;微观层面,地勘单位要解放思想,建立现代企业管理制度,鼓励职工持股,分层分类实施,因企制宜,必要时借助中介力量助推改革。

Under the background of the new normal economy, the reform of mixed ownership in geo-prospecting units is the general trend. Based on the analysis of the external background of economic environment, industry environment, policies and landing conditions, this article analyses the internal factors such as resource endowments, management level, development status, personnel status and other factors that affect the reform of geo-prospecting units. The proposals of mixed ownership reform in geo-prospecting units are： at the macro level, the government should strengthen the top-level design, improve the supporting system and implement the work well; at the micro level, the geo-prospecting units should emancipate the mind, establish a modern enterprise management system, encourage employees to hold shares, implement the reform strategies of mixed ownership through stratifed classifcation method, suit management measures to different enterprises and seek for help from intermediary forces to promote reform if it is necessary.
