摘要
近年来,京津冀地区经济发展稳步提高,但经济快速发展所日益积聚的生态环境问题越来越突出,大气污染、河流污染等一系列环境问题加大了京津冀地区之间跨区域生态治理的难度,而加强地区合作已成为京津冀生态治理的必由之路,选择恰当的合作路径成为解决生态治理难题的关键。目前,三地府际关系出现的合作主体单一、合作起点不平等、治理主体各自为政、合作渠道单一等问题成为制约京津冀生态治理发展的瓶颈。京津冀生态治理应该构筑多向度的府际网络合作关系,同时,要搭建起京津冀生态治理结构,在府际、政府与其他参与主体之间形成全方位治理网络。
In recent years, economic development in the Beijing-Tianjin-Hebei region has been steadily improving, but the long- standing eco-environmental problems caused by it have become increasingly prominent. A range of environmental problems such as air pollution and river pollution have made the cross-regional ecological governance in Beijing, Tianjin and Hebei more difficult, so increasing regional cooperation has become the only way for their ecological governance, and choosing the right cooperation path is the key to solving the problems facing ecological governance. At present, certain problems in their inter-governmental relationship have become the bottlenecks hindering the progress of their ecological governance. For example, there is only a limited number of cooperation partners who have an inequitable starting point, the parties participating in the governance go their own way, and cooperation channels are few. For the Beijing-Tianjin-Hebei ecological governance, we should build a multi-dimensional network of inter-governmental cooperation. At the same time, we should create a Beijing-Tianjin-Hebei ecological governance structure, and establish a comprehensive governance network between governments and between government and other participants.
