摘要
农户是农村环境整治的直接受益者。通过建立农户视角下农村环境整治绩效测度指标体系,采用熵权TOPSIS模型测度农户视角下农村环境整治绩效水平,运用IPA分析法诊断农村环境整治绩效影响因素,可以为提升农村环境整治绩效水平提供决策依据。结果表明:江苏省苏南、苏中、苏北农村环境整治农户测度的绩效值分别为0.750 7、0.741 6和0.218 9,对应的农村环境整治绩效水平分别为良好、良好和较差,农村环境整治农户满意度绩效存在区域差异。影响农村环境整治绩效水平高低的因素主要包括化肥农药污染治理、工业污染治理、河塘污染治理、人禽粪便处理、乡村道路、排水管设施等。
The farmers are the direct beneficiaries of the rural environment remediation. A measurement index system was constructed and the performance level was measured using entropy TOPSIS model, while the influencing factors of rural environment remediation performance was diagnosed using the IPA analysis. The results show that the performance values of Southern Jiangsu region, Central Jiangsu Province and Northern Jiangsu Province were 0.750 7, 0.741 6 and 0.218 9, corresponding to the good, good and poor levels of performance respectively. There are regional differences in farmers' satisfaction of rural environment remediation. The important factors impacting the performance level mainly include chemical fertilizer and pesticide pollution governance, industrial pollution governance, river pollution governance, poultry manure pond treatment, rural roads, drainage facilities, and so on.
