印尼在南海争端中虽以"调停者"自居,但实际上是一个无法置身事外的温和"争端方"。近年来,印尼自我定位角色和实际角色的冲突集中体现为对华政策的强硬化。这种变化是印尼内部战略考量和外部环境因素共同作用的结果,从而使南海各方力量的博弈结构更加复杂,中国的南海维权形势更加严峻。中国应该重视这种变化,通过运筹印尼对南海争端的特殊角色来"撬动"其东盟领导者的角色发挥,并借助南海周边安全关系的强化来推动南海争端的解决。

Although Indonesia used to be a"mediator"in the disputes over the South China Sea,it is actually a moderate"party of the disputes"who cannot keep aloof from them.In recent years,the contradiction between the self-assumed role and the actual role of Indonesia has been mainly reflected in its tougher policy towards China.This change is the result of Indonesia’s internal strategic considerations and external environmental factors,making the gaming structure of the forces in the South China Sea more complicated and the situation in which China stands up for its rights in the South China Sea even more severe.China should pay attention to this change,"induce"Indonesia to play its role of leadership in ASEAN by managing its special role in the South China Sea disputes,and promote the settlement of the South China Sea disputes by strengthening the security relations in the peripheral of the South China Sea.
