The Evolution, Problems and Innovation of the Development System of Higher Vocational Education in China

我国高等职业教育发展制度的演进历程大致包括初步探索、雏形建立和不断完善三个阶段。目前,我国高等职业教育发展制度存在的主要问题是制度的权威性不高、协调性较差、操作性不强,应该通过制订专门法律法规、健全纵横协调机制、推进制度转化等策略,来提升制度的权威性、协调性和操作性。

The evolution process of China＇s higher vocational education development system generally includesthree stages： preliminary exploration, prototype establishment and continuous improvement. At present, the mainproblems existing in the development system of higher vocational education in China are that the authority of thesystem is not high, the coordination is poor, and the coordination is not strong. This paper puts forward somestrategies on formulating special laws and regulations, improving the vertical and horizontal coordination mechanism,and promoting the transformation of the system to improve the authority, coordination and operability of the system.
