连片民族特困地区区域发展与协同扶贫合约制治理模式探讨——以武陵山片区为例

Discussion of Contract Governance Model about Regional Development and Coordination Poverty Alleviation in Contiguous Ethnic Areas——To Take Wuling Mountain Area for Example

区域发展与协同扶贫已成为连片特困地区的重要区域公共事务,基于区域治理的理论创新与实践发展,区域发展与协同扶贫重大区域公共问题的合约制治理模式成为主要的制度安排。基于武陵山区域合约制治理的实践考察,分析了合约制治理的经验,但也存在协作观念不强、协作制度与机制尚未完全建立、缺乏强有力的组织保障等问题。应从培育协作观念与合作意识、建构治理贫困的合约制系列制度、成立区域发展委员会和协同扶贫开发委员会保障合约执行等方面改进连片特困地区合约制治理。

Regional development and coordinated poverty alleviation have become important regional public affairs in contiguous areas. Theoretical innovation and practice development based on regional governance, the contract governance model of major regional public problems about regional development and coordination poverty alleviation becomes the main institutional arrangement. Based on the practice investigation of the contract system in Wuling mountain area, the experience of contract governance are analyzed, but there are three problems： the concept of collaboration is not strong; the cooperative system and mechanism are not yet fully established; lack of strong organizational support. We should improve the contract system governance in three aspects in contiguous poverty areas： to foster the concept of collaboration and cooperation; to constructseries system of contract system to control poverty; to set up the regional development committee and collaborative poverty alleviation and development commission to ensure the contract to implement.
