摘要
改革开放40年来,我国高等教育管理体制改革大致经历了"恢复和调整"阶段、启动阶段、探索阶段、突破阶段以及深化阶段。改革的核心内容主要是改革"条块分割"的管理模式,形成"条块有机结合"的办学体制;改革高度集权的体制,加强省级政府管理高等教育的统筹权和决策权;理顺政府和高校的关系,扩大高等学校的办学自主权。我国高等教育管理体制改革的走向有:转变政府管理职能,构建"政府、学校和社会"的新型关系;加快教育法制建设,落实高等学校的办学自主权;加强中介组织培育,建立高等教育治理体系。
Chinese higher education has undergone recovery,restart,exploration,breakthrough and deepening over the past 40 years.The purposes are to reform on the institutional system including strengthening decision-making power of provincial governments,straightening out relationships between government and universities to expand the autonomy of higher education institutions.The reform trend is mainly to change the government administration and build a new relationship of government,university and society,accelerate the legal construction and implement the autonomy of higher education institutions;cultivate intermediary organizations and establish the governance system of higher education.
