宁波市政府购买基本公共卫生服务实践与成效

Practice and effectiveness of basic public health service purchased by Ningbo Municipal Government

目的:利用大数据、云计算方式提升基本公共卫生健康评估与健康指导服务效益。方法:宁波市卫计委以政府购买服务形式,将江北、北仑两区居民健康评估和健康指导服务委托宁波云医院有限公司提供。结果:宁波云医院按合同要求向两区827 957位服务对象出具健康报告790 973份(占应出具健康报告数100%),出具健康指导5 609 316条(占应出具健康指导数100%)。项目期末第三方考核结果显示,健康报告完整率95.6%,准确率90%;健康指导准确率95%,校正重复率32.5%;健康报告接受率83.3%,群众满意率86.1%。结论:扩大了政府基本公共卫生第三方保障体系,优化了家庭医生签约公共卫生服务效率,提升了居民基本公共卫生服务获得感,实现了"互联网+公共卫生"精准性与前瞻性。

Objective To improve the service benefits of basic public health assessment and health guidance by using the technologies of big data and cloud computing. Methods Health and Family Planning Commission of Ningbo Municipal Government purchased the health services which were provided by Ningbo Cloud Hospital Co. , Ltd. ,including resi- dents＂ health assessment and health guidance services in Jiangbei and Beilun districts. Results According to the contract requirements, Ningbo Cloud Hospital issued a total of 790,973 health reports to 827,957 residents in two districts（ac counting for 100 % of the total number of health reports to be issued）and issued 5,609,316 health guidance（accounting for 100% of the total number of health guidance）. The third--party assessment at the end of the project showed that the integrity rate and accuracy rate of health reports were 95.6 % and 90 %, respectively; the accuracy rate and adjusted repetition rate of health guidance were 95% and 32.5 %, respectively. The acceptance rate of health reports was 83. 3 %,and population satisfaction rate was 86.1%. Conclusions In this aspect of basic public health service, this project enlarged the third--party security system, optimized the service efficiency of family doctors and improved resident＇s sense of gaining. At the same time,it demonstrated the accuracy and perspectiveness of ＂Internet ＋ Public Health＂.
