新型职业农民培育政策的绩效评估及改进——基于CIPP评估模型

CIPP评估模型作为国际通用的评估模型,具有全程性和反馈性,能够从背景、投入、过程和结果四个方面为新型职业农民培育政策评估提供基础理论框架。基于该模型研究发现,新型职业农民培育政策存在如下问题:政策目标过分考虑供给侧,未充分考虑农民需求,地区间资源配置不均衡,县级政府制定的政策实施方案不具体,培训后农民实际收益较低,政策的满意度亟待提高等。因此,县级政府应制定详细的政策实施方案,提升政策目标与实际对象的契合度;充分考虑地区差异,增加人力、物力、财力投入,确保培训资源充足;完善政策监督制度、评价机制和就业准入机制,提升农民对政策的满意度。

The CIPP model for evaluation is a policy-oriented evaluation model proposed by Stufflebeam,D.L in 1971, it includes context evaluation, input evaluation, process evaluation and product evaluation. Based on this model, the cultivation policy of new professional farmer has many problems： policy objectives over-considering the supply side rather than considering the needs of farmers, resource allocation is not balanced in different regions, policy implementation plan is not specific, and many farmers are not satisfied with the policy. Based on the above, the cultivation of new professional farmers should expand the scope of the training objects, Increase the input of various resources, improve the policy supervision system and improve the evaluation mechanism and employment access mechanism.
