湖北碳市场政策体系与湖北省产业结构转型成效的关系研究

Research on the Relationship between the Carbon Market Policy System and the Industrial Structure Transformation Effect in Hubei Province

湖北碳交易试点工作,围绕实现碳减排和碳排放峰值目标,通过碳市场政策体系大力推进产业结构和能源结构调整,形成了促进发展方式转变的倒逼机制,发挥了积极作用。本研究通过对湖北省纳入碳市场体系的企业自2014—2016年节能减排、设备改造投入,碳交易带动绿色投融资数据,以及企业决策过程中受碳交易因素的影响程度进行分析,探求碳市场政策体系在推动湖北省产业结构转型中的联系和作用,初步确定了一种分析两者联系程度的方法,并就政策体系改进提出了建议。

In order to achieve the goal of carbon emission reduction and peak carbon emission, Hubei＇s carbon trading pilot project has vigorously promoted the adjustment of industrial structure and energy structure through the carbon market policy system, thus forming a backward mechanism to promote the transformation of development mode and playing a positive role. This study explores the relationship between the carbon market policy system and the industrial restructuring of Hubei Province by analyzing the data of energy conservation and emission reduction, equipment transformation investment, green investment and financing driven by carbon trading and the degree of influence of carbon trading factors in the decision-making process of enterprises in Hubei Province from 2014 to 2016. And the role of a preliminary determination of the degree of contact between the two methods, and put forward suggestions for improving the policy system.
