乡村振兴视域下农地流转政策的设置逻辑解析

Logic Analysis of Rural Land Transfer Policy from the Perspective of Rural Revitalization

运用文献分析法、调查法和访谈法,探讨了农地流转的现实样态及其形成逻辑,并引入多源流理论阐释农地流转政策的议程设置过程。研究发现,在农地流转政策的议程设置中,焦点事件促使农地流转问题得以显化,政治精英相互博弈形成政策方案,党政力量主导政策选择偏好,政治精英推动政策议程的发展走向。研究结果表明,多源流理论是解释我国农地流转政策的新视角,但其解读过程还需从拓宽焦点事件的信息来源、丰富社会公众的参与渠道、引导新闻媒体的健康发展以及重视政治精英的推动作用四个维度来进行优化,以提高我国政策议程设置的透明化和科学性。

The rural land transfer policy is an important guarantee for rural revitalization and has always been a hot topic of concern by the government and the community.The research uses literature analysis, surveys and interviews to explore the reality and logic of rural land transfer, and introduce the multiple streams theory to explain the agenda setting process of rural land transfer policy.The research finds that the focus of events prompted the problem of land transfer to be displayed, political elites game each other to form a policy plan, the party and government power dominate the preference of policy choice and the political elite has pushed forward the development of the policy agenda. The study shows that the multiple streams theory is a new perspective to explain China＇s rural land transfer policy, but its interpretation process needs to be optimized from broadening the sources of information, enriching the channels of public participation, guiding the healthy development of news media and attaching importance to the promotion of political elite, in order to improve the transparency and science of our policy agenda setting.
