美国标准制定组织的发展机制及现状研究

Research on the Development Mechanism and Current Situation of American Standards Developer Organizations

通过对美国自2010年起经ANSI认可的新增标准制定组织的特征分析,选择CRSI和B11两个具有代表性的标准制定组织进行案例分析,发现美国标准具有完善的制定机制,相关制定组织从会员结构、技术结构等方面优化组织内部结构,并将组织的发展方向与标准战略结合,推动自身标准发展。鉴于此,从完善标准制度、机构制度和标准战略三个方面提出了我国标准发展的相关建议。

Through the analysis of the characteristics of the new standard developer organizations accredited by the ANSI since 2010, two representative standard developer organizations of CRSI and B 11 are selected for case analysis, found that the United States standards have a perfect formulation mechanism, and the relevant organizations optimize the internal structure of the organization from the members＇ structure and the technical structure, The development direction of the organization will be combined with the standard strategy to promote the development of its own standards. Based on the above research, this paper puts forward relevant suggestions on China＇s standard development from three aspects： standard system, institutional system and standard strategy.
