世界典型湾区的经济表征与发展模式研究

Research on Economic Characteristics and Development Patterns of the World's Typical Bay Areas

文章基于2010年以来全球城市级/县级的统计数据,从经济贡献、一体化程度、开放水平、功能特征等四个维度构建了湾区经济表征的评价体系,对五个世界典型湾区的发展模式特征进行比较和识别,认为湾区经济在一国经济社会开放式发展中具有引领性作用,我国已经基本形成了世界级湾区的发展雏形,应正确认识政府在湾区经济发展中的主动性作用,着力完善超越地方政府层面的制度安排和核心城市间的协调机制,促进一体化市场的形成,以高技术、高附加值的现代湾区优势产业为目标,着力打造利益共享、具备国际竞争力的产业引领区。此外,文章为湾区经济的比较研究提供了系统性的框架和方法借鉴。

Based on the global urban （county） -level statistical data since 2010, this paper constructs the evaluation system from four dimensions of economic contribution, integration degree, opening-up level as well as functional features. By comparing and idenlifying the economic characteristics and development patterns of five typical bay areas in the world, this paper indicates that the bay area plays a leading role in a country＇ s open development and China＇s bay areas stay in the primary development period. Therefore, more attention should be attached to the government＇s active role in the development of bay area so as to perfect the cross-government institutional arrangement and the between-city coordination mechanism, promote the formation of an integrated market and build a benefit-sharing and internationally competitive industrial leading zone aiming at the high- tech, high-value- added advantageous industries of modern bay areas. Moreover, this paper provides the systematic framework and method reference for the comparative study of bay area economy.
